And i don't mean about how to plug in the CCTV in. In all conflict situations one thing that the authorities fail to do is listen to their people. The voices at large. I think mostly the solutions and a way to identify the problem lies there. Its true in any situation around the world. I think it may help more you simply listen to the people more.
